Six months since Great Britain declared war on Germany. A German official “blockade” of Great Britain is announced to begin on February 18. Merchant vessels of the Allies found in the waters round Great Britain and Ireland, including the English Channel, are liable to be destroyed by German vessels and submarines, “without its always being possible to warn the crew or passengers of the dangers threatening.” Neutral vessels will also incur danger “owing to the use of neutral flags by British merchantment.”
